Pablo Terán R.

Pablo is the Founder and Managing Partner of Barka Capital.

Before developing Hidroabanico, Barka’s first portfolio company, Pablo served as Ecuador’s Minister of Energy and Mines. In this role, he was a driving force behind the development of the Heavy Crude Oil Pipeline (OCP), one of the country’s most significant private infrastructure projects in the oil industry, securing an investment equivalent to 6% of Ecuador’s GDP. He also spearheaded the interconnection program between Ecuador and Colombia, an initiative that strengthened the regional electricity sector and improved the country’s electrical efficiency and reliability. In recognition of his contributions, he was awarded the “National Order of Merit”, one of the highest distinctions granted by the Ecuadorian State.

Earlier in his career, Pablo played a pivotal role in the mining sector. He led Odin Mining and Exploration, a company listed on the Vancouver Stock Exchange, where he negotiated and closed joint ventures with major mining companies like Newmont Exploration. Additionally, he served as a Board Member of Overseas and General Berhad, a company listed on the Sydney and Singapore Stock Exchanges. In 1997, he was elected President of the Ecuadorian Chamber of Mines, where he enabled a significant increase in private investment in the country’s mining exploration, positioning Ecuador on the regional mining map.

Pablo holds an MPA from the Kennedy School of Government at Harvard University, where he is a member of the Dean’s Council, and an international tax certificate from Harvard Law School. He also holds an MS in Commerce from the London School of Economics and Political Science and a BS in Civil Engineering from Texas A&M University.
